Par veselības aprūpes finansēšanas likumu
Nacionālā veselības dienesta Daugavpils nodaļas vadītājs Jānis Pitrāns Latgales reģiona veselības aprūpes iestādēm un iedzīvotājiem nodevis informāciju par izmaiņām veselības aprūpes finansējumā.
“Nacionālais veselības dienests (NVD) vērš uzmanību, ka saistībā ar valsts veselības apdrošināšanu, sākot no 2019. gada 1. janvāra, valsts apmaksātu veselības aprūpes pakalpojumu pilno “grozu” varēs saņemt tikai apdrošinātie iedzīvotāji:
- Legālie darba ņēmēji (kuri veic sociālās apdrošināšanas iemaksas vispārējā nodokļu režīmā*;
- Valsts apdrošinātās iedzīvotāju grupas (bērni, pensionāri (kuri saņem Latvijas republikas pensiju), Nodarbinātības valsts aģentūrā reģistrētie bezdarbnieki u.c.;
- Iedzīvotāji, kuri brīvprātīgi veic veselības apdrošināšanas iemaksas.
Atbilstoši veselības aprūpes finansēšanas likumam, personai būs tiesības veikt apdrošināšanas iemaksu no 2018. gada 1. septembra. Iemaksu veikšana būs brīvprātīga un atteiksies tikai uz personām, kuras nav apdrošinātas automātiski. Veselības apdrošināšanas iemaksu administrēs Nacionālais veselības dienests.
Legālie darba ņēmēji (kuri veic sociālās apdrošināšanas iemaksas vispārējā nodokļu režīmā) un personas, kuras ietilpst kādā no valsts apdrošinātajām cilvēku grupām (skatīt Veselības aprūpes finansēšanas likuma 1. panta 2. punktu), ir apdrošinātas automātiski un papildus veselības apdrošināšanas iemaksas viņiem nebūs jāveic.
No 2018. gada 1. septembra līdz 2019. gada 1. janvārim veselības apdrošināšanas iemaksas var veikt:
- Veicot pārskaitījumu interneta bankā;
- Veicot pārskaitījumu bankā vai pasta nodaļā;
- Norēķinoties ar bankas maksājumu karti klātienē kādā no NVD teritoriālajām nodaļām.
Informācija par valsts veselības apdrošināšanas ieviešanu, apdrošināšanas iemaksu apmēriem un to, kas obligāti jānorāda maksājuma mērķi, ir pieejami Nacionālā veselības dienesta mājas lapā www.vmnvd.lv sadaļā “Valsts veselības apdrošināšana”.
Lai konsultētos par veselības apdrošināšanas iemaksu veikšanu, iedzīvotāji var zvanīt pa bezmaksas informatīvo tālruni 80001234 (darba dienās plkst. 8.30 – 17.00) vai vērsties klātienē NVD Klientu apkalpošanas centrā Rīgā, vai kādā no Nacionālā veselības dienesta teritoriālajām nodaļām (Jelgava, Kuldīgā, Daugavpilī un Smiltenē).
*Par veiktajām sociālajām iemaksām iedzīvotājs var uzzināt, izmantojot www.latvija.lv e-pakalpojumu “Informācija par sociālās apdrošināšanas iemaksām un periodiem” vai vēršoties Valsts sociālās apdrošināšanas aģentūrā.”
Veselības ministrija skaidro: “Jaunais regulējums paredz valsts apmaksātās medicīniskās palīdzības minimumu, ko saņems visi iedzīvotāji neatkarīgi no iemaksu veikšanas veselības apdrošināšanai. Tajā ietilps neatliekamā medicīniskā palīdzība, dzemdību palīdzība, ģimenes ārsta sniegtie pakalpojumi un medicīniskās ierīces.
Tāpat neatkarīgi no apdrošināšanas statusa valsts apmaksās tādu slimību ārstēšanu, kurām ir nozīmīga ietekme uz sabiedrības veselību vai apdraudējumu sabiedrības veselībai, piemēram, psihiskas saslimšanas, tuberkuloze un infekcijas slimības, kā arī zāles šo slimību ārstēšanai.
Savukārt, lai papildus veselības aprūpes minimumam varētu saņemt arī vēl citus valsts apmaksātus pakalpojumus, iedzīvotājiem būs jāpiedalās valsts obligātajā veselības apdrošināšanā. Tiesības uz apdrošināšanas grozā iekļautajiem pakalpojumiem būs sociāli apdrošinātai personai, kā arī tiem, kuri brīvprātīgi veikuši veselības apdrošināšanas iemaksas.”
SIA “Preiļu slimnīca” galvenā ārste Viktorija Šmukste skaidro: “Lielākajai daļai sabiedrības, cilvēkiem, kuri strādā un maksā visus nodokļus, bērniem, pensionāriem, bezdarbniekiem, maznodrošinātam personām u.c. šīs veselības nozares finansēšanas izmaiņas neradīs nekādas problēmas. Viņu ikdienās nemainīsies pilnīgi nekas. Viņiem joprojām būs pieejami visi iepriekš minētie veselības aprūpes pakalpojumi. Izmaiņas skars – neapdrošinātās personas, jo viņiem pienāksies tikai neliela daļa no pakalpojumiem – neatliekamā medicīniskā palīdzība, dzemdību pakalpojumi, ģimenes ārsts, un ārstēšana slimībām, kas ietekmē visas sabiedrības veselību, kā, piemēram, psihiskās saslimšanas un tuberkuloze. Šiem cilvēkiem turpmāk veselības apdrošināšanas iemaksas būs jāveic pašiem.”
“Likums nepieciešams, lai nodrošinātu ilgtspējīgu veselības aprūpes finansēšanu, kuras pamatā ir visas sabiedrības solidāra iesaiste atbildīgā nodokļu maksāšanā, tādējādi nodrošinot labai starptautiskajai praksei atbilstošu veselības aprūpes finansējumu, lai sekmētu veselības aprūpes pieejamību un sabiedrības veselības līmeņa paaugstināšanos,” uzsver Veselības ministrija.
